It's fairly easy to precondition the car when you have a big battery on board. The i3, even as sold in Germany, I'm pretty sure has that capability. It's just that starting an ICE and just letting it sit to warm things up (or cool them down) doesn't really help matters and doesn't warm up everything like the transmission and differential or other bearings on rotating drivetrain parts, so is a false indication if things appear to be warm.
