Over here when you order the car new, you have the option to have it delivered with run flat summer tires or non-RF summer tires.
As for non-factory tires, well this links into the "star" mark controversy. Aside from being more expensive, it seems they are potentially another reason BMW could deny you a claim if something breaks.
