I get where you're coming from but the litigious nature of society that has people suing when they do ignore rules and get hurt (and juries awarding them $$$$$$$$$$ instead of carving "stupid" in their foreheads. Not to mention putting first responders at risk when things go wrong.
I hear you. I saw a 5y/o kid on the back of a moped going 40 and said that's why we have stupid laws. If someone doesn't or ignores the the flag, waves and lifeguards warning you deserve no help. Government can't always save you
