I need help with this too. Both Navigation (greyed out) and Voice Commands functionality (including the button) do not work.
I'm from the UK.
I had my NBT Head Unit replaced for my F30 as my other one would not turn on anymore (it was confirmed that it got bricked, after I followed these steps which clearly did not work:

I have my car's VIN and donor VIN of the Head Unit.
I got a professional coder who tried to flash the new Head Unit to my VIN but the Navigation and Voice Commands still do not work.
What must he do?
I advised him about the FSC method that is being talked about here.
He has stated that he is doing exactly that but it still does not work?
