It seems crazy to me that the AC system failing (which cools both the battery and the cabin) would lead to a $20K failure.
That longer warranty on the hybrid system is for all people in a CARB state. That includes California and a few others, including NY state, as enumerated in the manual.

I think it is important to note, that is $20k at a BMW dealer. So, similar to dog years, maybe $5K at the right shop.
They have no incentive to actually troubleshoot, takes time and loading up the parts cannon is much more lucrative.
