I think you're misreading the graph. The way I read it is this:

If you ask 80 year olds if they ever cheated on a spouse, 24% of men will say "yes" and 6% of women will say "yes." The question is "have you ever, in your 80 years, cheated on your spouse?" The question is not "Are you CURRENTLY cheating on your spouse?" OK, so look back 60 years when those 80 year olds were in their 20s. It was the late 1950s. Would it surprise you that in the late 50s / early 60s 24% of married dudes had flings while 94% of the wives stayed faithful? Not really. At least I'm not surprised. That graph demonstrates changing moralities over the years. Going from "boys will be boys" and women shutting the Hell up and being a good housewife to, well, what we have today.
