Because the cops "system" is based on whatever paperwork you show him. Even if you go to court technically you're still guilty of "failure to provide proof of valid registration" because at the time you didn't have it in your car. Depending on the court they might dismiss the ticket, but if not you're gonna end up adding another 33$ court cost for what's probably a 56$ ticket in the first place.
