PPF can help with rock chips or accidental scratches but I'm not sure it is going to stop a vandal with a sharp key or similar tool. What a scumbag.

Yes PPF will stop a keying. The film might need to be replaced but the paint below should be fine.
Frozen paint is a huge fail, IMO. If you want the frozen look, the way to go is go is to start with gloss paint and then do a full matte PPF wrap. You get the frozen look but with the durability of PPF.
