Creating a smaller diameter over the hump inside the bore vs having wheel stripped and painted/powder coated. For those who want a visual, if you take off your cap, and run your finger along the circumference of the wheels bore you'll notice a hump located a bit in, that's what I'm thinking is creating the pressure on the counterweight. At this point, I think I will give up and not have floating caps on this set lol

No, everything you just said has no impact on these. I had these before I powdercoated them. Look at the pic below. You would need over 15mm of build-up to impact the "teeth" and the "float"
