In the US you find those countdown-timer displays at the pedestrian crossings posts, not at the traffic lights. Normally these timers can tell you when the green light is showing up at your lane within 5 seconds or less.

Considering how messed up drivers in this country drive, putting a timer at traffic lights will incite speeding to beat the light and thus crashes. The same messed up collateral effect of traffic cameras inciting rear-end crashes by people hitting the brakes like wild animals when the yellow light shows up.
