I suspect that BMW has done something similar with the 530e to meet emission goals. There is 25 HP more in the engine in the 530e than in the 330e but it posts the same combined HP. My guess is that there is something magical in at least one jurisdiction that caused BMW to limit the HP of the 530e in the ECU.
