Heated steering wheel retrofit

I am part way through an attempt at retrofit on my G31.

Step 1
Bought a new steering wheel (standard, not the M sport version) wand then had it coded with option 248. From the NBT I can see that the heated wheel can be activated below a certain temperature. However, the light on the button doesn't turn on and the wheel doesn't get hot. The wheel still didn't work, and the guy who coded it showed that there was a error saying incorrect switch cluster.

Step 2
Bought a new switch cluster. I could see that there were no pins in the socket that the heated steering wheel plugged into. The new one has those pins. After installing it still doesn't work!

Step 3
Trying to check fuses, but literally no idea how to read the fuse board. My thinking is there isn't a fuse for it.

Any help appreciated, otherwise I have it booked in at a local BMW specialist on Friday to get it looked at.
