Since everyone is volunteering their time, response times can be all over the map. You can likely get an accurate answer to your question from another member involved in running the events. I've found that registrars are often quick to reply. Instructors will almost certainly know what the requirement is.
It might not hurt to pick up some tethers, just in case. I got a few of these for my GoPro and Aim Solo when one of the BMW clubs began requiring something more than suction cups:
