Going back to the original question
So it was -28c .how long was your journey on this occasion, wondering how long you have it to warm up?
The fan speed setting defines the maximum fan speed it can select but doesn't mean that's necessarily what it needs at that point in time.( so you could have it set to 5 but it could be virtually nothing if the cabin is at the desired temp or perhaps right after starting when cold when it decides not to blow cold air into cabin until warmer is available)
I get warm air very quickly which suggests to me that there is electrical heating as this is before the coolant temp gauge has started to move.
As the car is new you should take to the dealer to sort if it turns out there is a genuine issue. Odd though as they would have tested it in such climates
