If you look at the literal meaning of the word pandemic, then yes, you could argue that the flu is a pandemic. But the flu also mostly occurs seasonally.
The thing that makes this current virus a bigger threat is that we have no vaccines from it, its death rate is significantly higher and people can transmit it without initially showing any symptoms. There's a reason why one is considered pandemic and the other isnt.
