I'm pleased to report that after a software update and removal of some "excessive foam" from the right supply plenum the A/C is flowing like my 2017 X5 and the 15 previous 7 series I've owned. Very happy to hit summer head on with greater than 50% of cabin airflow restored.
Was there a service bulletin to instruct your dealer to remove the "excessive foam"? If so I will check with my dealer again.
