047 means the dealership does not have an allocation, which also means no production number. The code basically means BMW has received the order, but the dealership had no allocation (no quota available) So if this dealership told you they had an allocation for a january build or whatever, they lied.
Ultimately, if you want an allocation, you're probably going to have to shop farther away dealerships. Note that some dealerships will ship the car to you once they receive it.
