Hey, I confirmed they the garage icon is not present in beta 2 like it was in beta 1; however, I was able to use the "Hey, Siri, open the garage" command without unlocking my iPhone or having to disable the security feature to authenticate secured devices.
In iOS 12 or earlier you had to unlock your phone to issue Siri commands to open things like doors. You can disable this in iOS 13, but In not sure why you would want to... if you had a HomePod near a window someone like issue a command to unlock the front door, etc. this security feature is not needed while connected to CarPlay since your device is already paired to your vehicle.
