I don't think anyone ever gets a car with zero miles. Even those that do ED report at least one mile. There is a thread on this topic and it is not uncommon to take delivery stateside with double digits. Mine had 18 miles on it. Most miles are put on during pre-delivery inspection. I believe it would be illegal for the dealer to change the Odo.
