Simple answer, yes. A few more details:
- VLD coding only requires VO coding, but multiple ECU's.
- NGHB requires VO coding plus FDL coding. There are about 200 changes, but process is more or less the same. Though, no guides or Launcher Cheat Codes are publicly available so not simple.
