Say if you don't get the insurance ....
The 19" tire would probably cost you $400 (non dealer price) if you need to have it replaced. 19" rim would probably be in the $700 Cdn dealer price. But US dealer will probably sell for $400 US.
If you do get the insurance, Cdn dealer markup is around 50%, but obviously, if you can get it like 15% off their asking price, you can consider it.
Just personal experience, I have driven bimmer for the last 5 yrs (different models) and I have yet to encounter any tires/rims issues, given I rarely drive in downtown T.O., almost 100% uptown, east & west of Toronto.
