Thought I saw that Nov 2018 builds will not support FSC for CarPlay. Forced to use subscription but could be wrong.

The top speed limiter is based on the tires that were shipped with your vehicle. I'm not positive on every single vehicle, but you need performance tires for the 155mph limit.
