well it seems it is 30 seconds under certian circumstances.
whilst on the M40 today (coming back from the bmw club meet at the Brtisih motor museum)
I had ACC and lane assist on and when the traffic stopped the car would start after quite a while. less than 30 but more than 3.
I also noticed that the prompt to put your hands on the wheel came quite a while later as opposed to just a few seconds when travelling at speed. presume this is traffic jam assist. So in this circumstance you really can just sit back and the the car drive for you with touchjg the steering wheel.
