Out of curiosity if your Bmw came with 19in, and its limiter is set to 130. Can you just select in the idrive the options for summer tires, 20in, and select greater then 100mph. Would that raise the limiter?

Negative. It's hard-coded when it leaves the factory. The speed limiter is set to 155 mph if yours came with performance run-flats. It's a huge liability for BMW to set he limiter to anything over than what the tires are rated for when it leaves BMW.
