It mostly works but if you're expecting to pay less in the end I don't think it will work. It's more to not lose demerit points (if that's how you work over there?) or liscence loss.
Like personally I went with them because I was about to lose my permit if they would both be guilty since it would total 5 points for 2 ticket and on a learners you only have 4. Cost me 600$ but it avoided me losing my licence for 3-6 months and probably save a lot in insurance.
