Think of hooking up a short hose to a faucet and quickly turning on the water. How long does it take to for the flow to get to full pressure? Now do the same with a 50 foot hose - it will take longer due to the extra volume of the hose. Same idea.

Its not so much an RPM based issue as it is lag issue.
So installing an aftermarket intercooler with lead to lag?
