Merc was just unlucky, they played the long game and the 3 safety cars messed that plan up.

One of the reasons Mercedes stayed out that long was in hopes of the safety car coming out. If it had, they would have saved a lot of time when stopping for tires.
While the multiple safety cars at the end did help Ferrari and their tire wear, it would have also helped Mercedes had it comes out a few laps sooner before Hamilton stopped for new tires.
