I am sure the bigger battery in the 2020 was motivated by California changes to ensure the 530e stays on the list of eligible cars. Otherwise, the battery change would have come with the LCI. BMW sells the vast majority of the 530e cars in the US in California (something like 70%+ I thought I read at one point).
I expect the LCI will include additional tweaks to be more efficient with the same battery as the MY2020. As they have to keep the battery weight in check (but it is possible they will have shaved weight somewhere else in the LCI to allow a bigger battery).
Either way, as zeusmontes noted the MY2020 is HOV sticker eligible.
