Since the US troops were outnumbred by all the tanks and helicopters in DC....the EMP can force the Russians to fight on foot instead, which turns out the US troops had the upper hand on ground fights....
One thing tho....isn't EMP is to fry all the electronic boards???
Then how come there were still many tanks and helicopters during the Whiskey Hotel stage (after the EMP) and the Javelin is still working???
