It is a special incentive that BMW offers certain companies.
It used to be a flat dollar amount in addition to all other rebates/incentives. The revamped it last year and now they give you a total amount, but it cannot combined with any other rebates/incentives. So you can choose to use it or whatever other combo of rebates/incentives you qualify (whichever is better). It ended up being about $900 more for me and I did not have to go with BMW Financing since I did not use that rebate.
