Offset has nothing to do with the wheel size. However, most people are concern about the offset due to rubbing. 18in will rub less than 19in if both have same offsets and width.(mainly due to a few mm more space between the fender and the tire)

This is basically about the same as his 18x8.5'' et 42. I don't think it'll rub strut side. Someone that's not lowered have done more aggressive (et 35). Check the offset calculator.
