Because it is a public road, the m2 actually might get fined for impeding the fast lane. But like many have said, the bmw probably did not even see the p car come up from behind. When it comes to racing, being out of the vortex of danger in entry and exits are very important to minimize collision. To me both were at fault. Just a risky corner to overtake if you do not trust the drivers nearby.
