They will be 2mm or less (lower RH corner of the plate) and yes they should be able to be installed with OE thickness pads but some manufacturers make different thicknesses.
4 mm total thickness sounds like a lot and wouldn’t fit with new pads. However, I never paid close attention to how tightly the pads fit in the OEM calipers. I know 4 mm total would not work in the brake kits I’m using.
