Reminds me of that old 'Take on Me' video, with the black and white cartoon effect applied to the band and actress. But this is in color, so extra points!

Not a fan of most of those filters in Photoshop. Just not a very appealing look in my opinion. The original photo with some color, level, and contrast adjustments would suit it better.
