MY18/19' 456hp vs MY20 523 hp?

How is bmw able to say the 2020 m550i engine now has 523hp in tu3 when the MY18/19 engine was marketed as 456hp for tu2? That 456hp was actually at the wheels and crank hp was at the 530hp mark which is what bmw now claims. Is bmw now just reporting crank hp with n63tu3 engine where before they were reporting whp before to give the m5 some headroom? Is that 523hp underrated also and is whp also? I have a feeling the tu2 and tu3 engine have roughly same hp, but bmw just marketed different and tu3 has some improved parts and updated components.

Most likely the tu3 is also underrated. It's definitely makes more power. Issue is there are a lot of inconsistent times with the m850i as there is about a 6 mph gap in tested trap speeds. In terms of the m5 that seems to be underrated as well..

Where'd you get that info? Just curious. It reads BHP, I also think they under rate by 8-10%. Sure you might see different dyno's run different numbers, but each dyno is different and can vary by 8-10% (mustang/dyno meter). I always use mustang dyno's, they're known as the heartbreaker lol due to reading the lower actual whp. My f10 M5 dyno'd 504whp on mustang dyno meaning car was probably putting down slightly above advertised 560hp. Then I've seen dynojets (brand) showing 550whp in stock cars. I just don't think there is a flat rule of what your asking. Engines vary slightly from one to the other as well as dyno's do.
Real test is 0-60
1/4 mile trap and et run consistently to get a grasp of power added from 19's to the new 2020 updated engines

BMW quotes HP at the crank, not at the wheels. All I can tell you for sure is that the engine definitely has differences, and the quoted 0-60 time is faster.

A second Technical Update occurred in 2016, resulting in the N63TU2 variants (also known as N63B44O2). The major changes are the use of twin-scroll turbochargers, a wider powerband and the oil/coolant heat exchanger being moved to within the "V" of the engine.[7]
2018 technical update.

A third Technical Update was introduced in 2018. Two variants are offered: N63B44M3[8] and N63B44T3.[9] N63B44M3 features improved thermal shielding for the crankcase and the cylinder head, and a new ignition system. In addition, N63B44T3 uses higher pressure (5000psi) injectors, larger twin-scroll turbochargers, a redesigned intake manifold, and an upstream cooling radiator.

I agree with Addy on looking at 1/4 mile times, especially trap speed. To me 0-60 times are worthless today as they are so dependent upon the launch. Way too many variables.
