Clear coat pitting

Lower front fender, clear coat is pitting/flaking off. Happening on both sides. Is this from rocks hitting fender while driving?

Probably not applied correctly in the first place it should not flake, it only lasts about two years anyway.I am assuming it's a ceramic coat?.

It looks like clear coat. I will take a picture when i get a chance. Maybe I'll take a polisher to area. Paint is in great shape underneath
