Remove Welcome Message

Is there a way to remove the welcome message at startup (and turn off)? I know that the name can be changed but can this feature be turned off completely somehow?

Not that I know of. You can definitely code out the warning message.

Isn't the welcome "Joe" message just on your screen only from the time your ass hits the seat and you push the start button?

Yes it possible. There are the type of startup :black screen, splash screen, welcome animation, welcome message
