Water routing issue

Hey guys,

Need some advice here. I've been dealing with a smoky/burning water/oil smell getting sucked into the cabin on rainy days lately, and it's because water from the windshield is traveling down over the cowl and dripping on the cats. I've attached some pictures which hopefully describe what's happening.

Please tell me your recommendations. Right now I am thinking of getting some strip seal from Autozone (foam on one side, sticker on the other to adhere to surface) and running it along the edge.
