Prior to Purchase Damage Information Release

Was looking around the web and came across an article about the new highway spending bill. Reading the article it mentions about different requirements from state to state about releasing information on if a vehicle was damaged prior to purchase.

Does anyone know what the laws are in Maryland regarding release of information on damage to vehicle prior to purchase? I'm seeing some states cap the dollar amount and others have a percent on MSRP. Thanks.
