Dislocated Valve Rocker- Advice Appreciated

Hi Everyone,

My car has a stuck intake valve on cylinder #3. A shop diagnosed it as a bent valve, and suggested that the cylinder head be removed at a cost of $6k. I've been DIY'ing the job this past week, and I took the intake camshaft off tonight.

Here is what I discovered when I took it off. One rocker was facing the wrong way and gouged the head. What is the best course of action here? Is the dislodged rocker a symptom of a bent valve?

Also, do I need to get the cylinder head replaced because of the gouge? Or can I just throw on a new set of rockers and lifters and hope that that fixes the issue?

Yes spitballin here but how would a valve bend without hitting a piston?

The shop I took it to said that a piece of debris or carbon must have gotten between the intake valve and it seating. They borescoped it and found no damage to the piston.
