Blip in revs when engine breaking
Ive a 330i and notice when engine breaking and putting it into 2nd the engine revs quite high as soon as I engage the gear as though I was heal toeing, and I still have the clutch fully depressed. Its a bit random in frequency too. Any thoughts?

It's meant to do that. My wife's cooper s does it as well. It's so the revs match the gear so there's no jerky movements etc. You said it's random in frequency but I bet it does it in all gears and you just don't notice unless it's the low gears as they are the lowest ratios? Could be wrong but i only ever notice it going from 3rd to 2nd like yourself.

Yes, as I understand it, it was a feature added to the LCI manual cars. I used to be able to do engine braking in my pre LCI 2012 F30 but my current LCI car automatically adjusts the revs to match the gears.

It does it to stop your engine braking.
