Second exhaust problem

So I've been having the exhaust rattle issues forever. I had the valve actuator replaced one which solved the issue until a couple months ago. I seem to have solved it by just removing the flap fuse after it was open since it's not really moving anymore. But whenever I turn on the car when it's really warm you can feel this really fast paced pulse as the revs are coming down. This usually occurs for a couple minutes. Anyone else experiencing this issue or have any solution?

Just out of curiosity, does the exhaust fall under some 8 - year !00K warranty because it's emission related ?
