What would cause this?

Good afternoon.

Does anyone know what would cause these marks above the front wheel wells?

Most importantly, how can the marks be fixed?

It looks like a water stain from drying on hot day. See if it responds to a application of a mild polish like Meguiars Ultimate Compound.

Agreed, it could be one of two things:
1) Water spotting from minerals in the water
2) Poor paint blend from a previous repair

Try some mild polish to remove it.

I think it's the top clear coat after painting (spraying)

I agree but leaning towards 2. A good polish should help blend it in.
