paint touch up pen

Hi

Can anyone recommend me a good quality and easy to use touch up pen? I have a 2009 Jet Black BMW and have few paint chips that I would like to touch up..

I have this deep scratch on my passenger front door.. do you think I should just touch it up or get the complete door painted? it's not my fault and it was a hit-n-run....I'm just scared if I go through my insurance my premium might increase and they might not even consider paying for it...

lol get the whole door painted?
Just touch it up well. Unless you really want to spend the $$ repainting it. More scratches are bound to appear with time.
