Fog lights ON when headlights off for 07 e92

Can we code this? I know e90's have the ability to have fogs on when not using headlights, but my e92 won't let me turn the fogs on unless the headlights are on.

just turn the headlight switch to the parking lights, u can turn on the fogs without the headlights come on that way.
