Question about lowering

I am about to get some VMR wheels 19 inch. I see great pics online but I am not sure if the car is lowered to get the aggressive look. Can anyone tell me if o need to lower or will the bigger wheels and tire fill the wheel well gap?

You'll need to lower to get rid of the gap.

When going to larger diameter wheels, a lower profile tire is used so the gap will change very little. Lowering the vehicle is the way to reduce the gap.

Ditto. This would be the only proper way of doing so.

Running a larger wheel/tire setup may make it appear as if the gap is larger between tire and fender, but virtually it is about the same as stock. Your eyes will play tricks on you and will make it appear as if the gap is larger.
