Problem with my Fog lights (OEM)

Greetings,
I was wondering of someone could help me. My car is due for a state inspection and for some reason my fog light won\'t turn off when I click the high beams. Any thoughts? I was thinking it could be a relay or something in that matter but everything seems to be working fine. Someone mentioned to me that I need to take the at to the dealership and make sure that the car is programmed with the U.S. standards.

Suggestions in how I can troubleshot this problem. Thanks.

Find a local BMW Coder that can do it for cheap.
Tell them to change this in your NFRM module:
FL_UND_NSW_NICHT_GLEICHZ
aktiv
LH_UND_NSW_NICHT_GLEICHZ
aktiv

Easy fix.

However im not sure State Inspection would even test this?

They don't test this, but in accordance with state law in VA. At no time u can have more than 4 lights on or something in that matter. By the way thanks for the info.

I understand that. But still I wouldn't worry. Most people ask me to turn OFF that feature
