Best way to line up ******** hamann lip with bumper?

I am going to install the hamann rep lip from ******** this weekend sometime. Id rather not take the entire bumper off to do this. The lip has some pre drilled holes but Ive been reading they dont totally line up with the holes under the bumper. Any advice on how to get this done without removing the bumper?

Dry fit and see how the holes line up. If need be, just measure where the holes should be and pre-drill new ones as needed. I'd use just a little 3M tape to hold it in place as you do the dry fitting.
