Yes, you can. But it will work only on the E90.

PIAA and the Lux series are the most popular.

If my vehicle is on lease, can I still install these? Also, would it void any warranty?

, the threads you've created so far asked questions that are easily answered through searching this forum, they're are commonly asked questions. To give you a head start:
1) anything you install on your car is at your own risk, depending on the dealership, they can choose to be pricks with you and give you a hard time for having aftermarket parts or be nice and don't care

2) different options for E90 angel eyes upgrade, including but not limited to, Brex, PIAA, PMB by fellow E90post member Longtran and Lux kit by member mds82. You can find PIAA on ebay or car-gym.com

As for DRL, right now it's my angel eyes+the inner lights. Is there a way so that only the two+two ring angel eyes are lit without the inner DRLs like the US models. Mine is Canada's model.

Also, what would match my current oem xenons the best? piaa 6500k or lux 4.0. and also, wut fog lights should I get to match them.

As long as you have Xenon's, then yes you can upgrade the Angel Eyes to a LED KIT. Look at the bottom of my link for LUX 4.0
