Donor CIC didn't have Voice Control. Am I out of luck?

I retrofitted a donor CIC European version that apparently didn't have Voice Control option originally. Unlike US versions, Voice Control is not a standard installation in Europe.

I noticed CIC had Combox not active. This was changed to active but the VC option is still not working.

Some are saying FSC needs to be imported for VC as well, but when I upgraded my FSC for 2012 NA MAP, I was told no other FSC is needed as long as VC module exists and added to CIC VO.

Can anyone shed some light in the matter?
